What the Torah calls "Tzedakah" is often translated as "charity".  The correct translation is "righteousness."  We are not only pre-wired to feel the responsibility, the Torah directs us to "observe the commandments of the Almighty and to go in His ways" (Deut. 28:9).  We are commanded to emulate the Almighty -- just as the Almighty takes care of us though we are less than perfect, likewise we are commanded to take care of humanity.

20 "And blessed be the most high God, which hath delivered thine enemies into thy hand. And he gave him tithes of all."  (KJV)

32 "And concerning the tithe of the herd, or of the flock, even of whatsoever passeth under the rod, the tenth shall be holy unto the LORD. "  (KJV)

21 "And, behold, I have given the children of Levi all the tenth in Israel for an inheritance, for their service which they serve, even the service of the tabernacle of the congregation."  (KJV)

24 "But the tithes of the children of Israel, which they offer as an heave offering unto the LORD, I have given to the Levites to inherit: therefore I have said unto them, Among the children of Israel they shall have no inheritance."  (KJV)

7 "If there be among you a poor man of one of thy brethren within any of thy gates in thy land which the LORD thy God giveth thee, thou shalt not harden thine heart, nor shut thine hand from thy poor brother:"  (KJV)

8 "But thou shalt open thine hand wide unto him, and shalt surely lend him sufficient for his need, in that which he wanteth."  (KJV)

12 "When thou hast made an end of tithing all the tithes of thine increase the third year, which is the year of tithing, and hast given it unto the Levite, the stranger, the fatherless, and the widow, that they may eat within thy gates, and be filled;"  (KJV)

13 "In the cities of the mountains, in the cities of the vale, and in the cities of the south, and in the land of Benjamin, and in the places about Jerusalem, and in the cities of Judah, shall the flocks pass again under the hands of him that telleth them, saith the LORD."  (KJV)

37 "And I will cause you to pass under the rod, and I will bring you into the bond of the covenant:"  (KJV)

9 "Honour the LORD with thy substance, and with the firstfruits of all thine increase:"  (KJV)

27 "Withhold not good from them to whom it is due, when it is in the power of thine hand to do it."  (KJV)

28 "Say not unto thy neighbour, Go, and come again, and to morrow I will give; when thou hast it by thee."  (KJV)
